The only one that comes to mind with those features is the Ideal Drink & Wet Baby (but she was about 12" I think....could you be wrong on the size, maybe?). I know of others that were drink and wet with non-moving limbs from that era, but they all had hair. By bald, do you mean painted on hair? Did it look anything like this?

I am a doll collector of many years and generally know a lot of dolls from that time frame, but not sure I can help with such a general description. If you can think of more details or find an old picture with the doll in it, email me!
NEW NOTE:
I was going to email you and try to help further, but now I see you don't allow emails through Yahoo, so am adding this note. If you would like, email me at babyfaces@ameritech.net and I will try to help you find the name of your childhood doll. I have to find where my doll reference books are burried and maybe ask my doll collecting friends if they have any ideas on this. The doll I posted the link to actually does have painted on hair...it does kind of look like applied hair in the picture. I'm going to do a little more research and get back to you. I am a big believer in finding childhood dolls...they are so special and helped us become the people we are today, after all! :)

Betsy Wetsy.

Well, could it have been an Aquini doll? Here's a site for them:
